Summary

Changes the incarceration maximum term for gross misdemeanors from 365 days to 364 days.

Revolves the inconsistency between how state and federal law views misdemeanors v. felonies.
Allows Minnesota to decide if a state court matter is a felony or not.
Reduces unfair and arbitrary collateral consequences caused by the inconsistency.
