Catherine Ahlin-Halverson, ACLU-MN Deputy Legal Director
Since joining ACLU-MN in 2023, Catherine has brought extensive expertise in complex and class action litigation, provided strategic leadership across multiple issue areas, and helped advance some of the organization's most significant legal challenges.
Most recently, during Operation Metro Surge, Catherine led ACLU-MN's efforts to challenge racial profiling and warrantless arrests of immigrants in Hussen v. Mullin. She also helped bring Tincher v. Mullin, the organization's First Amendment lawsuit on behalf of people documenting and protesting the conduct of federal immigration agents. Her work has been instrumental in advancing ACLU-MN's efforts to protect constitutional rights and hold government officials accountable.
In recognition of her outstanding legal work and leadership, Catherine was named both a Top Woman in Law and an Attorney of the Year by Minnesota Lawyer in 2025.
As Deputy Legal Director, Catherine will serve on ACLU-MN's Management Team, working alongside the Legal Director to guide the organization's legal program, supervise and mentor legal staff, develop litigation strategies, and strengthen partnerships that advance ACLU-MN's integrated advocacy work.
Catherine's promotion reflects ACLU-MN's continued investment in building a strong, collaborative legal team equipped to meet the challenges facing civil rights and civil liberties in Minnesota. Her experience, strategic vision, and commitment to justice will be invaluable as the organization continues its work to protect the rights and freedoms of all Minnesotans.
