This bill seeks to suppress protest and is targeted at Black Lives Matters and indigenous pipeline protesters.

It would create a new felony charge if someone enters an existing "critical public service facility" (or one under construction), including utilities, airports, railroad yards, bus stations, mass transit facilities, "nonpublic portions of bridges" and pipelines, with the intent to disrupt construction, operation, or the provision of services.

It would make it a gross misdemeanor for someone to enter or go on such property without permission. This is harsher than the previous language, which required the person to refuse to depart and to have been previously told within the past six months to leave and not return.
