Gibson Brown et al. v. Department of Homeland Security (DHS) et al.

The ACLU of Minnesota, alongside ACLU National, ACLU of DC, and Protect Democracy filed suit against DHS, ICE and their leadership over DHS’s unconstitutional “Forced Home Entry Memo.” The memo, secretly issued in May 2025, establishes a policy authorizing ICE agents to forcibly enter and search homes with an administrative form instead of a judicial warrant. This administrative form is drafted, signed, and issued by a DHS official, not a judge. The ACLU-MN and its partners are bringing suit on behalf of immigrants and U.S. citizens who have been impacted by DHS’s warrantless home entry policy.
